Exceptions to category B age requirements

1) Professional driver training

You can obtain a category B and BE driving licence already at the age of 17 if you are studying a professional driver training course which includes obtaining the right to drive lorries or buses. In this case, a vocational basic degree programme is being carried out under the supervision of the Finnish National Agency for Education, and the programme includes the completion of a basic level professional competence in accordance with professional competence requirements.

A driving licence obtained at 17 years of age, before the normal minimum age for a category B licence (18 years), entitles the holder to drive only when the drives are associated with the training. This makes it easier to get to the study and apprenticeship locations and enables apprenticeships as a van driver, for example. It is advisable to have your training certificate and/or on-the-job learning contract with you when driving.

You can apply for the driving licence permit for a category B driving licence at the age of 16. If you are studying a professional driver training course, you may take the category B or BE theory test one month before turned 17. In this case, you must give evidence of your studies by showing a training certificate from your educational institution when you come for your first theory test. In addition to the certificate, you also need your guardian’s consent. You may take the driving test once you have turned 17.

2) Age exception permit

With an exception permit issued by Traficom, a driving licence may already be obtained at the age of 17 if there are specific reasons for this.The permit is granted on the basis of careful consideration taking into account the young person’s personal needs for transport or a driving licence.

Special reasons can be, for instance, the following difficulties in travelling to work, on-the-job training, school, or a regular and goal-oriented hobby

  • long distances between home and work, on-the-job training, place of study or hobby
  • missing public transport
  • travel times taking at least an hour per direction because of scarce public transport, or waiting times for public transport of over an hour various times a week

In addition, the following can be taken into consideration in the assessment:

  • unforeseen changes in the circumstances of family members sharing the same household (for example, illness or death of a parent or another family member with a driving licence)
  • travel or transportation needs related to securing the livelihood of family members sharing the same household and for taking care of crucial tasks.

You can apply for the driving licence permit for a category B driving licence at the age of 16. If you are granted an age exception permit and you have obtained a driving licence permit, you may take the category B theory test and then the driving test as soon as you turn 17.

Applying for an age exemption permit

A Traficom application form must be used when applying for an age exemption permit. You can fill in the electronic form and send it as an email attachment or alternatively send it by post.

Depending on the reason for the application, one of the following must be attached to the application form:

  • certificate of student status, if the exemption permit is sought for travelling to an educational establishment because of distance or missing connections of public transport
  • including information about the place of study (establishment and/or address)
  • educational establishment’s proof of a need to travel, if the exemption permit if sought for travel to work internship or on-the-job learning
  • verification of employment or work experience by the employer, if the exemption permit is sought for travel to work resulting from the distance to work or missing public transport
  • proof of a need to travel by the employer, if the exemption permit is being sought for travel to work or work internship, and the need for a driving licence is connected with carrying out the work
  • verification about regular and goal-oriented sports or other hobby activities written by the club, coach, association, institute or other similar entity
  • a medical certificate or other certificate from a healthcare professional which makes clear the limitations presented by the health condition of the applicant or their close relative for purposes of travel or taking care of essential matters, if the exemption permit is being sought for essential travel resulting from the health condition of the applicant or their close relative
  • other document (such as an informal document written by the guardian) describing the essential need to travel, if the exemption permit is being sought for reasons other than above.

Applications for age exemption permits can be made at the earliest four months before the applicant turns 17. In accordance with the Act on Driving Licences, the permit is issued no earlier than three months before the minimum age is reached.

The processing time for the application is currently two month. The processing can be speeded up by filling the application form carefully and attaching the required documents.

The application and attachments are to be sent to Traficom

The decision, both positive and negative, charges a fee according to the payment provision (100€). The bill is sent to the customer once the decision has been made.
