Driving Instruction Permit

At the moment, Traficom is processing applications for driving instruction permits submitted 18 June 2020. There are about 990 applications pending (updated 29 June 2020).
You can check here whether you have already been granted the driving instruction permit you have applied for.

In addition to or instead of completing lessons at a driving school, driving instruction can also be given with a driving instruction permit. The permit allows you to hold the mandatory driving lessons (10 h); however, the training for candidates for first driving licences (EAS) prior to driving lessons and the risk assessment training prior to the driving test must be completed at a driving school or with an instructor that has been approved by authorities.

The EAS certificate must be taken along to driving lessons and completed risk assessment training must be proved when arriving for the driving test.

A driving instruction permit for instructing driving a passenger car, moped, light quadricycle or motorcycle can be granted to a person who is at least 25 years old and has held a driving licence corresponding to the instructed driving licence category for at least five years.

A driving instruction permit for instructing driving a lorry or a bus may only be granted in conjunction with apprenticeship training leading to a degree in the transport sector, and the instructor must hold a driving instructor's licence. One driving instruction permit is only valid for instruction in one driving licence category.

The permit is personal and only valid for the persons registered on the permit. Two instructors may be registered on the permit if they both are close relatives (parent, guardian, grandparent, sibling, child, grandchild) with the learner(s).

Two learners may be registered on the permit if they both are close relatives with the instructor or both instructors. If you want to instruct another person or other persons who are not registered on the permit, you must apply for a new, separate driving instruction permit. The number of permits per learner is not restricted so you can apply for multiple instruction permits for instructing the same learner.

Permits to instruct persons other than close relatives can be granted maximum three (3) times within a three-year period. However, the number of driving instruction permits is not restricted if the instructor is the learner’s parent, guardian, grandparent, sibling, child or grandchild. Family connections will be checked in the population information system.

How long the driving instruction permit is valid

The driving instruction permit is valid for a limited period of time marked on the permit but at longest until the learner or the last of the two learners has passed the driving examination. Driving instruction permits for passenger cars are issued for a period of three years and no earlier than two years before the learner reaches the age of 18.

For other vehicle categories, the instruction permits are issued for a period of nine months and no earlier than six months before the learner reaches the minimum age required for the driving licence in question.

How to apply for a driving instruction permit

Apply for the instruction permit at a service point of Ajovarma, Traficom's service provider. Traficom grants the instruction permits. When visiting Ajovarma, you need to take with you

  • an identification card and
  • your driving licence if it has been issued in another EU or EEA country.

You can find the permit application form at the Ajovarma office where you fill in and sign the form. The application does not need to be submitted personally at the service point, nor do both persons applying to become instructors have to be present as long as a power of attorney by one of the applicants can be provided.

The application can also be submitted by e.g. the learner or another representative with a power of attorney or by submitting a signed application form at an Ajovarma service point. The identity of the representative with a power of attorney will be checked.

A fee will be charged for the instruction permit application when submitting the application.
Remember that the learner must apply for a driving licence permit before taking the driving examination.

The permit must be valid when booking a time for the tests. However, driving lessons may already be started before applying for a driving licence permit. Read more about applying for a driving licence permit and the criteria for issuing the permit here.

Responsible driver during driving instruction

The instructor holding a driving instruction permit is the responsible driver while instructing driving a passenger car or a lorry in traffic. During bus driving instruction, the instructor holding a driving instruction permit is the responsible driver unless the learner already holds a valid C category driving licence.

During instruction for riding a moped or motorcycle or driving a light quadricycle, the instructor holding a driving instruction permit is the responsible driver when he or she accompanies the learner in the instruction vehicle. In other cases, the learner is the responsible driver.

Dual brake pedal is mandatory equipment –
modification inspection not required

When providing driving instruction, a dual brake pedal for the driving instructor is mandatory in all category B, C1 and C vehicles, light quadricycles and tractors with seats side by side.

A dual brake pedal is also mandatory on motorcycles as well as light quadricycles and tractors where the passenger seat is behind the driver’s seat if the instructor or the person supervising the training accompanies the learner in the vehicle. A bus must be equipped with a dual brake pedal if the student does not have a category C right to drive.

The dual brake pedal must be firmly fixed to the vehicle. The driving test examiner will test the functioning of the dual brake pedal before the test. An appropriately installed and well-functioning dual brake pedal is a precondition for taking the test.

 

 

The criteria for issuing a driving instruction permit per driving licence category

B (passenger car)

A driving instruction permit may be issued when

  • The learner is 16 or over
  • The instructor is 25 or older.
  • The driving instructor has had a class B driving license issued in Finland or an another EU or EEA state for at least five years.
  • The instructor is not permanently or temporarily banned from driving.
  • The instructor's personal characteristics make him/her a suitable teacher. Traficom will evaluate the applicants' suitability on the basis of information held in official registers.
 

AM/120 (moped)

The driving instruction permit may be granted no earlier than six (6) months before the learner reaches the age of 15. However, the driving instruction and driving training in traffic may only be started once the learner has turned 15.

A driving instruction permit may be issued when

  • The instructor is 25 or older.
  • The instructor has held a category A or B driving licence for at least five years, or has a category AM/120 driving licence issued after 19 January 2013 or a category M licence issued between 1 June 2011 and 18 January 2013.
  • Category M driving licences issued on or prior to 1 June 2011 do not permit giving driving instruction.
  • The instructor is not permanently or temporarily banned from driving.
  • The instructor's personal characteristics make him/her a suitable teacher. Traficom will evaluate the applicants' suitability on the basis of information held in official registers.
 

AM/121 (light quadricycle)

The driving instruction permit may be granted no earlier than six (6) months before the learner reaches the age of 15.

The driving instruction and driving training in traffic may only be started once the learner has turned 15.

A driving instruction permit may be issued when

  • The instructor is 25 or older.
  • The instructor has held a category AM/121 or category B driving licence for at least five years, or a category M licence issued between 1 June 2011 and 18 January 2013.
  • The instructor is not permanently or temporarily banned from driving.
  • The instructor's personal characteristics make him/her a suitable teacher. Traficom will evaluate the applicants' suitability on the basis of information held in official registers.
 

A1, A2 and A (motorcycle)

The driving instruction permit may be granted no earlier than six (6) months before the learner reaches the minimum age required for the category in question (16 years for category A1; 18 years for category A2; 24 years for category A, or 20, if the person has a category A2 licence that he or she has held for at least two years).

A driving instruction permit may be issued when

  • The instructor is 25 or older.
  • The instructor has held a driving licence corresponding to the driving licence category for at least five years.
  • The instructor is not permanently or temporarily banned from driving.
  • The instructor's personal characteristics make him/her a suitable teacher. Traficom will evaluate the applicants' suitability on the basis of information held in official registers.
 

C and D (lorry and bus)

Instruction in categories C and D may only be given with a driving instruction permit in conjunction with apprenticeship training leading to a degree in the transport sector.

The criteria for issuing a driving instruction permit for the learner

  • The learner must hold a category B driving licence and a licence entitling the person to drive a towing vehicle if instruction is given for a driving licence of a vehicle combination.

The criteria for issuing a driving instruction permit for the teacher

  • The instructor is 25 or older.
  • The instructor has the right to drive a training vehicle.
  • The instructor is not permanently or temporarily banned from driving.
  • The instructor has a driving instructor's licence and is qualified to provide instruction in categories C and D.
  • The instructor must be a workplace instructor designated for the apprenticeship training, not a third party. The apprenticeship contract must be appended to the driving instruction permit application.
 

Personal characteristics

Every applicant's personal characteristics are checked when granting a driving instruction permit, and the obtained information may form a barrier against issuing the permit. Under the Act on Driving Licences, a driving licence permit applicant's personal characteristics are considered unsuitable for the instruction task if the person has:

  1. within five years prior to applying for permit, been found banned from driving as a result of driving while intoxicated, driving while seriously intoxicated, causing a serious traffic hazard or causing a traffic hazard that shows that the offender is apparently heedless of traffic safety
  2. within the previous year, been subject to a driving ban due to being found guilty of other traffic offences (such as recurrent traffic violations, driving without a licence)
  3. based on criminal records or information in a register held by the police, otherwise indicated with his or her actions that he or she is apparently unsuitable for the instruction task.

 

Driving instruction permit is sent to your home

Traficom makes the decision on the issue of a driving instruction permit. If the applicant meets the criteria for issuing the permit, the driving instruction permit will be sent to his or her home address within around four weeks from submitting the application.

If the permit may not be granted, or additional information is required from the applicant, Traficom will contact the applicant.

You must carry your driving instruction permit when giving driving lessons. If the driving instruction permit has been granted to two teachers, both will receive their own permit. If your driving instruction permit goes missing, contact Ajovarma for a replacement.

The replacement card is free of charge for the customer.
A driving instruction permit expires when the designated learner has passed the driving examination for the category in question.

 

Withdrawal of a driving instruction permit

A driving instruction permit may be withdrawn by the police if the permit holder no longer fulfils the criteria for granting the permit or violates the provisions or terms of the driving instruction permit.

The permit may be temporarily withdrawn if the conditions for imposing a temporary driving ban are met. The permit holder may also request for the withdrawal of the driving instruction permit.

If the permit is withdrawn from a responsible instructor, the validity of the permit can still be continued for the second registered instructor. Traficom registers the change.
